About

The International Encyclopedia of Systems and Cybernetics was first edited and published by the system scientist Charles François in 1997. The online version that is provided here was based on the 2nd edition in 2004. It was uploaded and gifted to the center by ASC president Michael Lissack in 2019; the BCSSS purchased the rights for the re-publication of this volume in 200?. In 2018, the original editor expressed his wish to pass on the stewardship over the maintenance and further development of the encyclopedia to the Bertalanffy Center. In the future, the BCSSS seeks to further develop the encyclopedia by open collaboration within the systems sciences. Until the center has found and been able to implement an adequate technical solution for this, the static website is made accessible for the benefit of public scholarship and education.

RIGHTS and RESPONSABILITIES (Bill of) 4)

G. and E. PINCHOT proposed a "Bill of Right and Responsabilities of the Intelligent Organization" (1993, p.364-5) in which every right is balanced with a corresponding responsability. For example, freedom of inquiry, as a basic condition for freedom of learning, is balanced by the responsability to be "curious, persistent and aware"; or freedom of association is balanced by the responsability to "make commitments wisely"; or freedom of speech is pared with the responsability to "tell the truth, the whole truth and nothing but the truth".

All this amounts to the establishment of better psychosocial regulations in human systems, as so many people are – or feign to be – unaware of the impossibility to maintain systems which would produce only outputs.

G. DYER is now spreading this "Bill of Rights and Responsabilities" for orientation of the general behavior of people within the groups, organizations and societies in which they participate, and most specially in design groups (1996, p.52-53).

He has described a number of complementary behaviors such as the right of one individual is guaranteed by his/her the admission of a complementary responsability from his/her part. Here are some examples:

The right to "freedom to communicate one's views without fear" must be balanced by the responsability to "not dominate conversation time". Or the "right to take individual decisions" should be complemented by "recoginizing the possible consequences of individual decisions and face them up if required".

The proposal amounts to the introduction in human affairs of psycho-social regulations rooted within the individuals and should lead to better equilibrated, more productive and less damaging activities in any human group.

It amounts thus to a practical psycho-cybernetic device.
